Certificates of Veterinary Inspection
Texas is going electronic!
The Texas Animal Health Commission (TAHC) will begin to phase out the sale and acceptance of paper certificates of veterinary inspection (CVIs) according to the timeline below.
- January 1, 2026: TAHC will no longer accept paper CVIs for imports. TAHC will require all import CVIs, for interstate movement into Texas, to be electronic.
- February 1, 2026: TAHC will no longer offer online ordering of paper CVIs.
- June 1, 2026: TAHC will no longer offer paper CVIs for purchase.
- January 1, 2027: TAHC will no longer accept paper CVIs for imports or exports. TAHC will require all interstate and intrastate CVIs to be electronic.
Important: To purchase and issue Certificates of Veterinary Inspection, veterinarians must have the credentials listed below. Use the links to check your status.
- Current USDA Category II accreditation
- Current Texas veterinary license from the Texas Board of Veterinary Medical Examiners (TBVME)
- Active status in the TAHC Authorized Personnel Program (TAPP)
Ordering Options
TAHC Electronic CVIs
- Create a TAHC eCVI account and order on the TAHC eCVI web application.
- TAHC eCVIs must be purchased one at a time.
- TAHC eCVIs must be completed at the time of purchase.
- TAHC eCVI price is $7 + a non-refundable Texas.gov convenience fee that covers payment processing and the maintenance of the Texas.Gov infrastructure.

USDA Veterinary Services Process Streamlining (VSPS) System Electronic CVIs
- Accredited veterinarians can issue electronic CVIs through USDA VSPS system after creating an account.
- USDA VSPS does not charge additional fees to utilize their eCVI system. TAHC will invoice the issuing veterinarian $7 for the state required fee after the eCVI is issued and processed.
Mail Order Books of Paper Health Certificates — Order Before June 1, 2026
- Download the printable CVI order form. Mail the completed form and payment in full to the address on the form.
- Health certificates are sold in books of 10. The minimum order is 1 book.
- Orders are processed within 1 business day of receipt of order. Shipping time is 2-3 business days via Lonestar Overnight (in Texas).
- Payment accepted: check or money order.

Online Order of Paper Health Certificates — Discontinued as of February 1, 2026
Health Certificates for Companion Animals
Veterinarians may purchase health certificates for pets/companion animals by using a third-party eCVI vendor, or by contacting the Texas Veterinary Medical Association at 512-452-4224.
